Making an ollie would need new program keys and the ability to actually ADD things to the game. You'd need to program it from scratch. All the pro editors just edit the already made files. Making the files would require extreme talent.

Ask 61803398874989. Although he's very busy he might like doing it as his next video. 618 is the only person I can think of who would know.
